Most probably Dialga. Coz Steel is not-very effective on Electric, Electric is not-very effective on Dragon and Dragon is not-very effective on Steel. So Dialga has a type-advantage..

Yes, I would prefer Dialga just because of one simple reason :
Dialga despite being of Dragon type has only 1x damage by Dragon - type whereas Zekrom has 2x damage by Dragon type although both have same type advantage(Dragon on Dragon) ...
