No, Hydreigon's speed is lesser than froslass ...
Check the stats.

Froslass won't faint in 1 move.
It can use protect and then blizzard, which is bound to knock down hydreigon..

Note :

There's no 100% truth in pokebattles.
Out of two pokemon (with comparable stats) anyone can win..
There can be more chance of one being the winner , but not complete sureity..

The same goes for Ice.
Ice is super-effective on Dragon..

Yes, hydreigon has higher winning chance but it can't endure continuous attack like hailstorm...

do you really think froslass can endure ANY attack of hyriegon?

It is at this stage that PROTECT comes into play...

If it keeps protecting, how wi it attack? And protect FAILS after 2 times in a row

It just needs to do protect and then blizzard , or even better - hailstorm !

you dont seem to understand the concept of how battles takes place,
move 1:
Froslass used protect
Hydreigon used crunch
Froslass protected itself
move 2:
If Froslass uses protect again ^ that will happen
else
Froslass used Ice Beam
it super effective !
(only half hp will be reduced)
hydriegon used Dark pulse
its super effective
Froslass fainted.

Is that so? Then take a look at this:

1)If hydreigon strikes first

Hydreigon used crunch
Attack misses(Froslass has brightpowder to increase evasion)

Froslass used frost breath/sheer cold(best option)/ice beam
Super effective!!
Hydreigon faints..

2)If froslass strikes first

Froslass used frost breath/ sheer cold(best option)/ice beam
Super effective
Hydreigon faints...

Note:

1) Sheer cold is one hit KO
2)Frost breath has 100% probability of striking ,
ice beam has 100% accuracy..
3)No dark type move has probability of more than 40 % striking except snarl which is not a HP lowering move
4)Froslass and hydreigon have comparable HP(difference of only 20)

Sheer Cold have 30% chance to hit.
Ice beam and Frost Breath can hardly take out half of it's HP.
I don't mean any offence, but try to think for a change. It's Hydreigon, not Flygon.

I know very well that hydreigon has higher chances of winning.
But I wish to stress on the fact that Froslass can beat it.

1) Sheer cold has 30 % chance,very true , but IF IT HITS hydreigon is gone for sure..
2)" Never meltIce" can be used to highly boost the power of Ice beam and Frost breath..

My point is -

With Flygon , Froslass has 90% winning chance
With Hydreigon,Froslass has 40% winning chance(not 0%)

No one said Froslass have 0% chance of winning. We know it can also win.

That's exactly the point I wanted to stress upon.

Well yeah, no one said Froslass has 0% chance, but hydreigon has more chance and voting shall be done for the one who has more chance!

If chance is very less (less than 20% )the other one should be definitely voted for.
But in the case of more than 30% votings will vary automatically !!

Everybody knows very well that froslass has lesser winning chance,
but the fact that it's such an awesome pokemon to hold its own against a pseudo- legendary like hydreigon , makes it the winner !!
